REMARK about recoding :
Done with help of ISCED-manual. Code 2 of PEDUC can be both low and medium but LIS was
 adviced by German contact person to put it to low (enrollment figures confirm this). 
Health care school in PTOCC can be both medium and high, but according to 
 the contact person it is medium (concerns only 1-2%).
