'De-lessification' table

United Kingdom 1989

Attention!
The variables FJ08, FJ15, FJ17 and SE08  have been recoded to better correspond to the standardised LES structure (please, consult the ''Variable label table" for details, as well as the notes on each variable)
The variables SJ01 and SJ02 have been recoded (SJ01=0,1 ® 1,2 and SJ02=0,1,2,3 ® 1,2,3,4)

DB17 ecarb (derived variable, based on ytsetemp, working, jobaway, looking, notlook1, notstart, employee, ftedage, scheme, educnow) This is the economic activity in the reference week
II. WORK STATUS (WS)
WS01 working, jobaway, whyaway, scheme Note that category WS01=6 ('on government scheme') should be coded as WS01=1 ('worked at least one hour') according to EUROSTAT's variable structure. However, to not lose information, we have preferred to keep this category separately.
Category WS01=6 ('on government scheme') includes the following programs: Youth Training Scheme (YTS), Community Industry, Job Training Scheme (JTS), Employment Training (ET), Action for Community Employment (ACE), Enterprise Ulster/Job Training Program and other government scheme (excluding Enterprise Allowance Scheme); it does not include the Voluntary Projects Program (VPP). All these programs are targeted to young and/or unemployed people and provide training, education,  and work experience to help the individual to acquire skills and experience needed to compete for jobs.
WS02 jobaway, whyaway Category WS02=3 ('school, education, training') includes only people attending courses outside their workplace. Respondents who say that they were not working because of a training course inside their workplace are coded WS02=8 ('other reasons').

VI. SEARCH FOR EMPLOYMENT (SE) - Questions on job search are asked only to men aged 16 to 69 and women aged 16 to 64
SE01 notlook1, notlook2, ernskem, looking, schlook Note that questions on job search are asked only to men aged 16 to 69 and women aged 16 to 64. For this reason a new category 999 'man 70 and over/woman 65 and over' appears
SE02 etyemsk
SE03 durskwb
SE04 mainway, methm1-methm12, seeking, emmeth In the UK questionnaire, for each possible method of search (12 total different methods are listed) the individual is asked whether he/she has used it. Therefore, it may be possible that up to 12 different methods are indicated by the same individual. When the individual reports more than one method, he is asked to indicate the main one (variable 'mainway'). In this case, or in the case that only one method is reported, this one will be the main method of search (SE04). The remaining ones will be the second and the third, with no particular order of preference. When more than three methods are listed, the second and the third method of search (SE04b and SE04c) are randomly selected among the active methods listed (out of the methods remaining after having selected the first one, thanks to the variable 'mainway')
SE04b mainway, methm1-methm12, seeking, emmeth
SE04c mainway, methm1-methm12, seeking, emmeth

SE08 eregoee, benoff, unempben, signedon, nicredit In the UK questionnaire only men aged 16-69 and women aged 16-64, not on government schemes (YTS/Community Industry/JTS/ET), are asked unemployment benefit questions. Notice the following:
1) individuals (filtered as above) are first asked whether they receive unemployment (insurance) benefit. Only those who answer 'no' and are aged 16-59 are asked whether they receive income support (unemployment assistance);
2) individuals who are not receiving income support are asked whether they receive credits for National Insurance contributions;
3) by consequence, the three types of benefits are mutually exclusive;
4) registration at the Unemployment Benefit Office is only needed to claim income support (the means-tested, unemployment assistance benefit). There is no direct question about 'registration' at the UBO, but only a generic question 'have you attended an UBO in the last 4 months'. Therefore, all the individuals are classified as 'not registered', even if those who are receiving income support actually are. These are easily detectable using variable SE08b;
5) Individuals classified SE08=3 are those receiving either UB, or UA or credits for National Insurance contributions, even if this latter is not properly receipt of benefit. However, variable SE08b allows the researcher to distinguish this category and to exclude it when needed;
6) missing values are refusals by individuals to whom questions applied (satisfying the filter). However, refusals by individuals aged 60 or more have been put in the category SE08=4 (not registered/no benefit);
7) the category SE08=4 is a residual category, i.e. it includes all the individuals aged 16 and over, who do not receive any type of benefit, and who are not missing in the sense defined at point 6).
SE08b unempben, signedon, nicredit Three type of benefit are distinguished: 1) unemployment (insurance) benefit; 2) income support (unemployment assistance, means-tested); 3) credits for National Insurance contributions. However, this latter is not properly receipt of benefit (see notes on previous variable SE08).

VII. SITUATION OF INACTIVE PERSONS (IA)
IA01 ewhltwk
VIII. EDUCATION AND TRAINING (ET) In UK the questions about education and training only apply to women who are 16-59 years old and men 16-64 years old.
ET01 ehledtc ET01 contains both general and further education.
The variable ehledtc, upon which ET01 is based, has been build by the British CSO and follows the ISCED classification. However, the way education questions are asked in the UK questionnaire makes it difficult to attribute the correct education level to everybody. In fact the 'qualification level' is asked only to those (16-59/16-64 years) who either (i) have any qualifications from school or college, or (ii) have ANY qualifications from work with YTS, or (iii) who does not know whether they have such qualifications or not.
Originally, persons who answered to have 'no qualifications' were placed by the British CSO in the category ehledtc=ET01=2. In fact, 'no qualifications' refers mainly to the list of qualifications reported in variable ET02. In order to allow the researcher to detect who these individuals are, those without any qualifications have been assigned to category ET01=99; notice that this could mean 'a lower qualification than the ones reported in variable ET02', or 'no qualification at all'.
ET02 qualsm1 ET02 contains both general and further education
Notice that the categories are in decreasing order
ET03 eoncor This variable applies only to respondents aged 16 to 49
ET04 epurped This variable applies only to respondents aged 16 to 49
ET04=-1 ("not applicable") includes respondents less than 16 and more than 50 years old, and those who did not receive any training in the previous 4 weeks.
